New York, NY—As a national nonprofit that has trained nearly 2000 principals and teacher leaders who are building vibrant schools and elevating student achievement and graduation rates in high-need schools across the country, New Leaders believes the development and support of effective school leaders is an essential part of the ongoing effort to create positive school environments and improve student outcomes. We are pleased that the Senate-passed Every Child Achieves Act includes college- and career-ready expectations for all students, maintains transparent and disaggregated student assessment data, and includes language that reflects the importance of principals and other school leaders.
While this bill contains many thoughtful provisions, we see continued opportunities to strengthen the legislation so that it lives up to its civil rights promise. We believe it can be further improved by strengthening provisions related to state accountability systems, efforts to improve principal effectiveness, equitable school funding, and appropriate federal authority to oversee and support state and local implementation. The final conference agreement must do more to support our most vulnerable students by ensuring that states identify and intervene in struggling schools—especially those with the weakest overall performance and those with large achievement gaps. We look forward to continuing to work with Members of Congress to ensure that final reauthorization does everything possible to support students, teachers, school leaders, and families.
